This test is regulated by ISO 811, which states that a fabric is waterproof when it exceeds 10,000 mm in water column. This means that, in the case of a 10k or 10,000 mm fabric, if you place a 1 x 1 meter square tube on a piece of fabric, you can fill it to a height of 10,000 mm before water begins to seep in.
